Development

Conception

Zodiac was conceived due to the developers wanting a cat mini-boss in the game who used a gun and from needing a mini-boss for The Desert. He was first prototyped as a enemy using the regular cat pieces who fired his revolver once any of his enemies ended their turns and during this time, he was known as simply "Gunslinger" by Tyler Glaiel. After deciding it wasn't fun, he experimented with instead having him fire the gun whenever he detected movement. There wouldn't be any more mechanical changes to Zodiac after this, as the change of having him react to movement was decided to be fun enough to not warrant another change.
As for Zodiac's design, he was made bipedal due to Edmund McMillen wanting to make Zodiac stand out due to the fact he was going to be a mini-boss. Edmund McMillen cited him as a combination of "dirty hairy and the zodiac killer".

Playtesting

When the developers began playtesting sessions with The Desert, it was noticed that Zodiac overshadowed the already existing boss of the chapter in terms of character and design. With this, it was decided to elevate Zodiac from a mini-boss to a full-fledged boss of the chapter.
